What do you call an Overo horse, perhaps white and chestnut, with a black mane and tail?
not exactly a bay. There is one down the street from me and she doesn’t have the black legs. she’s just a normal chestnut overo with a black mane and tail

That’s a bay… "chestnut with a black mane/tail" is bay. The legs are black too, but if the horse has white spots over its legs you may not see the black points.
So, it would just be a bay overo.

They have black mane and tails most of the time, but sometimes they’re white. It can still be a bay overo with a white mane and tail, though.

Dun, red dun, grullo, blue roan, red roan, bay roan, flaxen chestnut, and sometimes grey overos can all have different colored manes and tails.

If her legs aren’t black (now, are they white?), then she isn’t a bay. If the legs are chestnut colored, she’s still a chestnut. Obviously if they are white, she’s probably still a bay but there are socks covering her legs.
If her legs really are chestnut, chances are her mane and tail aren’t actually black. Lot’s of chestnuts have a distinctively darker mane and tail (sometimes their body’s are dark too, liver chestnuts). It’s more of a deep brown, not really "Black".
So if her legs are chestnut, she’s just a chestnut overo with a darker mane and tail.
